SourcesIndiaAI side: organisations with a role in the mission's compute pillar, October 2026. Market side: firms building or selling AI in India outside the mission, from company announcements and press reports. The layers are adapted from Vashishth Doshi's Compute Governance Explainer, an independent explainer written to inform the governance section of California's CalCompute framework report under SB 53. It is not an official standard. We add a Model layer, because most users buy models rather than GPU hours, and call its Suppliers layer Chips. The money flows are a sample of published figures, not a full account: where a figure is not public the flow is drawn without an amount or left out, and each flow card says what its number covers. Logos belong to their owners and appear only to identify each organisation; bodies without a distinct logo are shown by initials.
